# Orca 오케스트레이션 개발 워크플로우

PRD 또는 기획 내용을 받아 **감독형 멀티 에이전트 개발**로 구현하는 절차.

## 적용 범위

이 스킬은 개발 구간에만 쓴다.

**배포는 절대 대행하지 않는다.** 되돌리기 어렵고 실사용자에게 영향이 간다.

## 쓰지 말아야 할 때

아래에 해당하면 오케스트레이션을 쓰지 말고 일반 작업으로 처리하라고 사용자에게 알린다.

- 수정할 파일이 1~2개
- Task로 쪼갤 것이 3개 미만
- 빌드가 매우 무거워 워커들이 빌드 자원을 두고 계속 충돌하는 프로젝트
- "넘겨줘 / handoff / 다른 에이전트에게 줘" 요청 — 이건 소유권 이전이며 감독형이 아니다

## 실행 절차

### STEP 0 — 스킬·런타임 로드 (생략 금지)

- `skills get`과 `agent-context`가 **이 빌드의 유일한 정답지**다. 웹 문서(onorca.dev/docs)와 명령 체계가 다르므로 문서나 기억으로 명령을 구성하지 않는다.
- `--help`에 없는 플래그가 `agent-context`에는 있다. 반드시 둘 다 읽는다.
- `task-list`에 이전 회차 잔여물이 있으면 사용자에게 알린다. `reset`은 런타임 전역이므로 **먼저 실행하지 않는다.**

### STEP 1 — 환경 조사 (생략 금지)

Task를 쓰기 **전에** 조사한다. 이 단계를 빼면 spec이 환경에서 실현 불가능해 해당 Task가 전건 실패한다.

조사 항목:

1. `package.json`(또는 해당 언어의 의존성 파일)의 실제 설치 목록 — **없는 라이브러리 확인이 목적**
2. 테스트 러너·environment·include 패턴·설치된 어댑터
3. 빌드/타입체크 명령의 실제 이름
4. 폴더 구조와 공유되는 파일
5. 여러 워커가 동시에 쓰면 충돌할 자원 (빌드 캐시, 포트, 락파일)

조사 결과를 근거로 **사용자 요구 중 현재 환경에서 불가능한 항목을 먼저 지적**한다. 추측으로 완료 조건을 쓰지 않는다.
